Adds a separate generationHardwareAcceleration config toggle that opts
the preview, marker, transcode, and clip-thumbnail tasks into the
existing HW pipeline. Generator methods take path/width/height
primitives; the marker task only probes for HW when a video preview is
actually requested.
On NVENC: 8K/41min/15-marker scene goes from 8m to 5m; 1080p/9min with
no markers 15s to 14s. Short 720p clips are slower. Reduce concurrent
tasks if VRAM is limited.
Move the per-codec CodecInit flag groups to VideoCodec.ExtraArgs and add
ExtraArgsHQ(preset, crf) for quality-oriented encoding. Neither emits
-c:v; callers set that explicitly.
Rename hw* methods to HW*, change HWCanFullHWTranscode /
HWMaxResFilter to take path/width/height primitives, and flip the
HWCodec*Compatible helpers to take a default codec.
Merge ScaleMaxLM into a single 5-arg ScaleMax.
* Fix WebSocket UTF-8 error for non-UTF-8 file paths in subscriptions
Sanitize log messages and job fields (description, subtasks, error)
before sending over WebSocket. File paths with non-UTF-8 characters
caused the browser to close the connection with "Could not decode a
text frame as UTF-8." Invalid bytes are replaced with U+FFFD.
Only the API response layer is affected — underlying stored data is
unchanged.

* Let the stash ID pill shrink in tagger
On very narrow viewports (e.g. mobile), the stash ID pill will
overflow its container. With this PR, it will instead limit itself
to the width of the container and display with an ellipsis if
necessary.
