pentoo-updater: sometimes with-bdeps
...
when emerge fails dep calc, sometimes it's because it needs to update
bdeps but they aren't included and it can't figure out to upgrade them
on it's own.

gentoo updated bundler 1.17.3-r1 and no longer wraps the bundler bin,
now it's only shipped with 2.1.4 so we need 2.1.4 or we can't call
bundler
