drop two packages which require new python stuff
...
new python setuptools are breaking bootstrap, however, it looks like
this is for a limited time. Hopefully this all goes stable soon and
stops breaking bootstrap and we can re-add these packages.

rizin is not actually fetch restricted, portage fetches it fine, the log
message is simply wrong. If a build failure occurs I'll troubleshoot
that, but it all installs for me as of now so should be good

cutter's dep rizin is currently fetch restricted due to license
ambiguity. I'm going to try to clear that up tomorrow but I want people
to have usable systems until then.

profile: verify-sig and speed up python

verify-sig seems like a feature we naturally want, turning it on
globally for the additional verification.
python is slow, and the package manager is python, add lto and pgo to
speed it up
