profile: update CFLAGS et al
...
I've been testing this stuff for months now, time for everyone to enjoy.
Enabling -flto for execution speed improvement as well as a bunch of
pending gcc 14 security flags which seem to work reliably without
causing any issues.

update some dir locations
...
catalyst was overriding these but the profile is setting them the old
way instead of the new way. This should affect almost no systems but
new catalyst doesn't seem to be overriding this

verify-sig seems like a feature we naturally want, turning it on
globally for the additional verification.
python is slow, and the package manager is python, add lto and pgo to
speed it up

drop --with-bdeps from defaults
...
after a lot of discussion in #gentoo-portage it turns out this flag
never did what I thought it did and is hurting the binary users by
forcing them to install unneeded DEPEND packages. The portage default
behavior is correct and we are reverting to it for this feature
